Sector Introduction:
Pakistan is the fourth largest milk producing country in the world (Tariq et. Al 2008). Milk is produced in all the geographical units of Pakistan after Punjab; Sindh has the second largest share in country’s milk production (SBI gov. of Sindh). In Pakistan the commercial milk processing sector is quite modern and organized but it is operating at 50% of its installed capacity because of the impediments in milk collection from a large number of small dairy holders in the absence of requisite milk collection infrastructure such as cooling tanks and similar specialized logistics. In the rural areas, non-commercial output is plagued by poor milk production, handling and market practices. Additionally, uneducated milk traders (middlemen), consumers and insufficient government policy are underpinning these gaps in the dairy sector chain and are restraining the sector’s potential for growth which ultimately economically dis-empowers the small dairy holders (those having three or fewer animals), who are the majority of milk producers.
Project Background & Description:
SAGPL Description: The Government of Sindh has received an International Development Association credit to meet part of the costs for the proposed Sindh Agricultural Growth Project. The Livestock project components would be implemented by the Department of Livestock & Fisheries, Government of Sindh. The project would contribute to more inclusive growth by prioritizing support to small producers with commercial potential.
LEAD FOUNDATION & Description:
LEAD Foundation a non-profit NGO registered in Pakistan under the provisions of the Societies Act 1860, having its registered Pakistan Country (Head) office in 822-G Q Block Model Town Lahore.
The LEAD Foundation has grown up rich experience in development of Milk Value Chain (MVC) model across the Pakistan to support marketing of dairy milk business in milk potential areas. LEAD Foundation has an agreement as project implementation consultant with Government of Sindh in 10 districts of Sindh.
Lead Foundation is an independent, non-political and not for profit organization by a group of professional, dynamic Dairy Technologists and social workers with a vision that societies need sustainable development for which there is a need to create enabling environment for every segment of society, to make them part of development and decision making. We believe for the use of participatory approaches through which the most vulnerable community is empowered by building their capacity to think, plan, implement and monitor projects on their own.
Lead Foundation strives to reach out to as many children, youth and women as possible with programs such as safe and healthy motherhood, employment generation, capacity building youth, nutrition promotion, dairy value chain, Social Mobilization, education, relief and recovery. Lead Foundation works in partnership with children and their families, communities and their organizations, and with Government departments and like-minded development agencies.
Purpose and Objectives:
An initiative to develop a milk outlet in a cluster of MPGs/individual MPG or a group of MPG, will be cragged the way to sustainability of MPGs. Under this initiative milk outlets will be established at town or city level and linked them to our MPG for sale of their milk and dairy products produced by MPG farmers. Financial assistance to farmers/Investors will enhance the motivation to contribute their best to dairy sector and create harmony to take business initiatives at rural level. Financial assistance in kind of material to farmers/investors will develop their business standards. Farmers can sell and save quality of products. Its objective and purposes are:
- To assist financially, to farmers/Investors, which have not enough resources to develop their dairy business with core & basic requirements.
- To encourage MPG farmers/Investors, to have quality and value added products at their shops.
- To create linkage between MPG’s and Milk outlets.
- To make MPGs sustainable with respect to sale of milk and value added products.
Scope of Work:
As farmers are getting very little margin in selling of their milk. Which impact to their lack of interest in dairy farming business thus overall low productivity. In available opportunities, they rarely got opportunities for doing milk business, due to lack of market knowledge, business skill and trend of enterprise development at rural level.
Lead Foundation under the umbrella of Sindh Agricultural Growth Project have designed an intervention to establish Milk outlet to support farmer to reach the end consumer directly and get benefit of existing middle man which is always on higher side.
This Fresh milk & dairy product outlet is being established at least one in each district to support MPG and providing quality milk to the consumers. These shops will not only sell fresh milk but will also market other dairy products like desi ghee, butter and traditional sweets. It is expected that this new trend of marketing of milk and value added products will become popular among the consumer community due to its high quality and on the other hand encouraging small producers to get better return of their products.
The state of the art shop will be established and equipped with international quality standards like milk will be stored in chiller for keeping milk quality at its best and visi-cooler will be placed for conserving products in best quality. These equipment will be supplied by the project to maintain the quality of fresh milk and value added products. Other than these mentioned equipment, outlet owner can request for any other equipment required at his/her shop to support the business. Keeping in view above intervention, supplier (Trading/Manufacturing Company) will be hired for supply of specified material of Milk outlets.
Required Competencies/eligibility of Supplier:
Supplier must have sound background and experienced in supply of quality material. Supplier must be financially sound, to provide material on credit basis as project will pay after the delivery of equipment. However on supply of certificate from manufacturer/factory/dealer an amount equal to not more than 50 % of the value of equipment can be paid to the successful bidder. A supplier should meet following criteria’s in this regards:
- Registered business in Pakistan.
- Supplier having experience in same field, minimum 3 years.
- An active taxpayer.
- Registered for Sales Tax
- Having an active bank account.
- Good reputable business.
- Price and Quality Effective.
Deliverables & Time Frame:
Supplier have to fulfil and deliver the order within Two weeks from the date of purchase order, at given addresses. However a 5 days grace period acceptable due to current lock down scenario, as Country’s pandemic situation. Supplier will ensure the Delivery receipt and job completion certificate from the concerned regional authority. Purchase order of selective deliverables will be issued.

Technical Proposal:
The technical proposal must be specific, complete, and concise, describing the offeror’s approach to completing the Scope of Work (SOW) and deliverables. Further, it should demonstrate a clear understanding of the tasks to be undertaken and the responsibilities of all parties involved. The technical proposal must include the following information:
1. Company profile and background | Provide a complete company profile including:
§ Number of years of experience in conducting training of stakeholders; § Copy of business registrations (NTN Certificate, Certificate of Incorporation, Business License etc.) |
2. Technical Approach and Plan | § Technical approach to fulfil the required criteria with detailed description of material

Financial Proposal:
The financial proposal establishes the best value among proposals and serves as a basis of negotiation for signing the subcontract. The financial proposal must include a detailed budget and narrative which explains the basis for the estimate of each budgeted element (where required). Supporting information should be provided to allow a complete analysis of each cost element. It is hence advisable to include all costs within prices to be quoted by offeror. Cost must be expressed in Pakistani Rupees.
The anticipated contract type for this procurement will be a firm fixed price subcontract. The successful offeror will be required to adhere to the terms of the fixed price subcontract with Lead Foundation Pakistan.
Offeror are advised to submit quotation according to the required deliverables, as easy as possible. Financial proposal should include all types of taxes, levy and transporting charges.
Offer Deadline and Protocol:
Separate proposal for technical and financial in hard copies should be submitted no later than 19th May, 2020 COB by hand/ registered postal services to Bungalow C- 2 New citizen Housing Scheme Qasimabad Hyderabad in sealed form.
- Please reference the RFP number in any response to this RFP. Offers received after the specified time and date will be categorized as late submission and will not be entertained.
- Questions: Questions regarding the technical or administrative requirements of this RFP may be submitted no later than COB on May 18th, 2020 by email to Info@leadfoundation.pk.
- Only the written answers issued by Lead Foundation Pakistan will be considered official and carry weight in the RFP process and subsequent evaluation. Any verbal information received from employees of Lead Foundation Pakistan or any other entity should not be considered as an official response to any questions regarding this RFP.
- This is a Request for Proposal (RFP) only. Issuance of this RFP does not in any way obligate PIC to make an award or pay for costs incurred by a potential offeror in the preparation and submission of the bid.
- PIC reserves the right, in its sole discretion, to modify the request, to alter the selection process in any way, to ask for additional information from offeror, to reject any and all proposals and/or to modify or amend the scope of the proposals submitted. The release of this RFP is not a commitment to award a contract.
Eligibility:
By submitting an offer in response to this RFP, the offeror certifies that the offeror and its principal officers are not debarred, suspended, or otherwise considered ineligible for an award by the Government of Pakistan. PIC will not award a contract to any firm that is debarred, suspended, or considered to be ineligible by the Government. Only firms that are locally registered by Pakistani nationals will be considered as eligible offeror to respond to this RFP. Offeror must submit up to date copy of their business registration or license.
Evaluation and Award:
The award will be made to a responsible offeror whose offer follows the RFP instructions. The relative importance of each individual criterion is indicated by the number of points below:

Best-offer quotations are requested. It is anticipated that the award will be made solely based on these original quotations. However, Lead Foundation reserves the right to conduct any of the following:
- Lead Foundation may conduct negotiations with and/or request clarifications from any offeror prior to award.
- While preference will be given to the offeror who can address the full technical requirements of this RFP, Lead Foundation may issue a partial award or split the award among multiple offeror if it is in the best interest of Lead Foundation.
- Lead Foundation reserves the rights to cancel this RFP at any time.
Payment:
Please note that payment will only be issued to the entity submitting the offer in response to this RFP and identified in the resulting award; payment will not be issued to a third party. Payments will be made on the following basis:
- Supplier will submit invoice along with copy of purchase order, Delivery receipt and payment order (Bank account details), as per approved Quotation.
- Lead foundation will proceed the payment within 15 days from the date of invoice.
- Lead Foundation will withhold income tax as per govt. rules and regulations.
- Lead Foundation will issue cross cheque in the favor of supplier’s Firm.
Language:
Offeror shall provide all responses in English. Additionally, basic requirement for all offeror to be considered responsive is the ability to communicate proficiently in English while providing mentioned services to the Lead Foundation. However, the training shall be imparted in local languages.
Offeror Checklist:
To assist offeror in preparation of proposals, the following checklist summarizes the documentation to include in an offer in response to this RFP:

ETHICAL AND BUSINESS CONDUCT REQUIREMENTS:
PIC does not tolerate fraud, collusion among offeror s, falsified proposals/bids, bribery, or kickbacks. Any firm or individual violating these standards will be disqualified from this procurement, barred from future procurement opportunities.
Employees and representatives of PIC are strictly prohibited from asking for or accepting any money, fee, commission, credit, gift, gratuity, object of value or compensation from current or potential vendors or suppliers in exchange for or as a reward for business.
Offeror responding to this RFP must include the following details in the proposal submission:
- Disclose any close familial or financial relationships with PIC project staff. For example, if an offeror cousin is employed by the project, the offeror must state this.
- Disclose any family or financial relationship with other offeror submitting proposals. For example, if the offeror s father owns a company that is also submitting a proposal, the Offeror must state this.
- Certify that the prices in the offer have been arrived at independently, without any consultation, communication, or agreement with any other offeror or competitor for the purpose of restricting competition.
- Certify that all information in the proposal and supporting documentation are authentic and accurate.
- Certify understanding and agreement to PIC prohibitions against fraud, bribery and kickbacks.
