ANNEX-A

SPECIFIC TERMS AND CONDITIONS:

• Drivers must have at least 5 years’ experience of driving LTV’S motor cars/jeep, must hold driving license valid for minimum 1 year within Pakistan, and able to read and write vehicle log book.
• Drivers must be fully conversant with local laws, traffic rules and roads condition of duty area.
• Vehicles must be fitted with GPS trackers and Lead Foundation Pakistan will have access to tracking information /data of these vehicles.
• Vehicles rental should be quoted on monthly basis for minimum period of 1 year excluding fuel.
• All running repair & maintenance will be managed by the supplier which includes (fuel /air /diesel filters & service) service schedule should be mentioned and will record and checked by Lead Foundation Pakistan. However on running more than 3500 kilo meter oil shall change by Lead Foundation
• All major repair maintenance is responsibility of supplier. All Repair & maintenance costs should be built in the quoted monthly rentals, excluding fuel.
• At designed duty stations driver’s meals & accommodation is complete responsibility of the supplier while outstation stay of the driver will be Lead Foundation’s responsibilities as per policy @ PKR. 1000 per night (applicable on monthly rental vehicle).
• As per Lead Foundation’s policy all critical replacement of vehicle & drivers (within 24 HRS) will be arranged by the supplier with no exception. In case of failure, Lead Foundation Pakistan will arrange its own hired vehicles and all expenses will be deducted from the supplier as per actual till the time of replacement.
• All types of insurance (comprehensive/third party) shall be managed by supplier and all third party losses will be the supplier’s responsibility and will ensure to indemnify Lead from third party liabilities.
• All toll tax will be paid by Lead Foundation and any other fines/violation tickets will be paid by the supplier.
• Vehicle log-books must be updated by drivers on daily basis and signed by Lead’s authorized person.
• Parking of vehicles (on Lead Foundation’s office premises or otherwise) is sole responsibility of the supplier
• As per Lead policy on road safety first aid kits must be available in all vehicles, this will include fire extinguisher, first aid kit ,spare wheel and wheel brace must be carried ,tow rope, basic tool box torch and spare batteries, vehicle jack or any manually agrees basic tools.
• Tender committee reserves the right alter the quantity , If required
• An agreement will be signed with successful bidder(s) for timely supply of appropriate quantity items/services and method of payment. Failure to meet the conditions of the agreement will result in cancellation of the agreement at the risk and cost of the supplier.
• Bidders must provide 10% performance money against 6 (six) months rental in shape of pay orders, demand draft, banker’s cheque favoring “Lead Foundation” refundable at successful completion agreement with the selected supplier, and to all unsuccessful bidders within 10 working days of contract award. Performance money to the successful vendor will be refunded after successful completion of the contract.
• Lead Foundation Pakistan reserves the right to forfeit the performance guarantee in case of breach of the agreement.
• Tender publication does not constitute any commitment on part of Lead Foundation unless a written agreement is signed by both parties.
• Tender committee reserves the right to cancel /reject any or all offers without assigning any reason.
• Exact quantities may vary slightly form estimated numbers.
